Burst pipe in Malta: what to do first
What to do in the first hour of a burst pipe in a Maltese property: shut the isolating valve, deal with the roof tank and pump, work out whether the fault is yours or the Water Services Corporation's, and what the call-out will cost.

A burst pipe is one of the few plumbing problems where what you do in the first ten minutes changes the size of the bill. The order below is the order to do things in.
The first ten minutes
- Stop the water. Find and close the isolating valve that disconnects the property's water services from the main supply. Locating and manually operating that valve is part of the defined competence of a plumber at MQF/EQF Level 3 in Malta — which tells you it is a specific, findable fitting, not a vague idea.
- Kill the power to anything that pumps or heats water. If you have a booster pump fed from the roof tank, switch it off at its isolator. An electric geyser that keeps heating while the supply is cut is not a good combination.
- Work out where the water is coming from — mains side, tank side, or hot side. This decides who you ring.
- Then call. Either the Water Services Corporation, if the fault is on the network, or a plumber, if it is yours.
Finding the isolating valve
If you have arrived from the UK, you are probably looking for a stopcock under the kitchen sink. In Malta the geometry is different. Supply typically comes off the WSC meter, often in a communal niche or a boundary wall recess rather than inside the flat, and most properties also store water in a roof tank that then feeds the property by gravity or by pump.
That gives you two separate things to shut:
- the valve that cuts the mains feed into the property and into the tank, and
- the valve that cuts the tank outlet feeding the taps.
Closing only the first one will not stop a burst on a distribution pipe — the tank above you will keep emptying into the building until it is dry. Closing only the second will not stop a burst between the meter and the tank.
Find both now, before you need them, and check they actually turn. Valves that have sat untouched in Malta's very hard water for ten years seize, and discovering that at two in the morning is the expensive version of this exercise. In an apartment, the mains valve may sit in a common area, which means condominium access arrangements apply — worth knowing who holds the key before there is water on the stairs.
The roof tank and the pump
The Water Services Corporation is explicit that the customer is responsible for consumption registered on the meter, including internal leaks and roof tanks. That is the sentence that catches new arrivals. A failed ball valve in a roof tank, or a split pipe between the tank and the bathroom, is your water, metered and billed, even though you never knowingly used a drop of it.
Practically, this means that after shutting the valves you should look at the tank itself: whether it is overflowing, whether the float has failed, and whether the level is dropping with every outlet closed. A plumber at Level 3 competence is expected to inspect, fault-find and repair domestic water pipework and storage tanks — the tank is in scope, not a separate trade.
Is it yours or WSC's?
The dividing line is the meter. Report water and wastewater system failures to the Water Services Corporation on freephone 80076400. WSC also takes contact through web chat and Facebook.
Signs it is probably the network, not you:
- water surfacing in the street or at the meter chamber itself
- neighbours losing pressure or water at the same moment
- the problem persists after your isolating valve is fully closed
Signs it is yours: everything stops when you close the valve. At that point it is a repair you commission.
The honest caveat: these sources do not publish how quickly WSC attends a reported failure, and they do not establish any allowance against a bill inflated by an internal leak. Assume you are paying for the water that ran.
What the call-out will cost
Published Maltese pricing for 2026 looks like this.
| Item | Published figure | Source |
|---|---|---|
| Emergency call-out (night/weekend) | EUR 45–95 | Malta Service Hub, updated 20/02/2026 |
| Daytime call-out | EUR 25–45 | Malta Service Hub |
| Out-of-hours work | Premium rates | Malta Service Hub |
| Emergency visit (our own rate card) | EUR 45–95 per visit, labour on top at the emergency rate | Plumbers.mt rate card |
| Accessible leak repair | EUR 50–150 | Plumbers.mt rate card |
| Hidden leak, detection and tracing | EUR 300–600 | Plumbers.mt rate card |
Separately, plumber listings in Malta show out-of-hours rates differing after 8:00 pm, on Sundays and on public holidays. So the same job on a Tuesday afternoon and a Sunday night is not the same invoice, and the call-out is only the fee for arriving — labour is charged on top at the out-of-hours rate.
If the pipe is visible and reachable, you are in the accessible-leak band. If it is buried in a wall or under a floor and has to be found first, you are in the detection band, and the repair follows after that.
If you are renting
Article 1543 of the Civil Code gives a lessee a real remedy when a landlord cannot be reached or will not act. A lessee may carry out urgent repairs at the lessor's expense, without court proceedings, where delay could cause serious prejudice. Two conditions attach: you must inform the lessor as soon as possible, and you must deliver an expert's report on the urgency of the repairs and their estimated value. Having done that, you may retain rent to recover the cost.
A burst pipe flooding a property is close to the paradigm case of urgency. But the expert's report is not optional decoration — it is what converts a self-ordered repair into a recoverable one. Ask for the report at the same time as the repair, not afterwards.
Landlords should read the same article the other way round: a tenant who cannot reach you at midnight has a statutory route to spend your money.
What nobody publishes
Two honest gaps, both of which affect your budget.
First, no Maltese source prices a burst-pipe repair separately from a general leak repair. Every published band — ours included — treats it as leak work. Anyone quoting you a fixed "burst pipe price" sight unseen is quoting a leak repair with a different label on it.
Second, the cost of putting the building back is not published anywhere, because it is not a plumbing number. Repairing a pipe inside a chased block wall, under a tiled screed, or above a false ceiling means opening that surface. The plumbing bands cover the pipe. The plaster, the screed, the tiles — especially if they are ten years old and no longer stocked — are a separate conversation with a separate trade, and in Gozo the materials arrive by ferry. Ask the plumber, before work starts, what will have to be opened and who closes it.
Common questions
- Who do I call if water is coming up from the street or the meter?
- The Water Services Corporation operates a freephone number, 80076400, for reporting water and wastewater system failures, and also takes reports by web chat and on Facebook. Anything on the network side of the meter is their business; anything past the meter, including internal leaks and roof tanks, is consumption you are responsible for.
- How much is an emergency plumber in Malta at night?
- Published figures put an emergency call-out at night or at the weekend at EUR 45–95, against EUR 25–45 for a daytime call-out, with the out-of-hours work itself charged at premium rates. Listings also show rates changing after 8:00 pm and on Sundays and public holidays. The Plumbers.mt rate card uses the same emergency band of EUR 45–95 per visit, with labour on top at the emergency rate.
- I am renting. Can I just get the burst pipe fixed and bill the landlord?
- Article 1543 of the Civil Code allows a lessee to carry out urgent repairs at the lessor's expense, without court proceedings, where delay could cause serious prejudice. You must inform the lessor as soon as possible and deliver an expert's report on the urgency of the repairs and their estimated value, and you may retain rent to recover the cost.
- Why can't anyone quote me a price for repairing a burst pipe before they arrive?
- No Maltese source prices a burst-pipe repair as its own line item — it sits inside general leak repair. The Plumbers.mt rate card gives EUR 50–150 for an accessible leak and EUR 300–600 where the leak is hidden and has to be traced. What the figure does not include is making good the wall, floor or ceiling that had to be opened, and that depends entirely on what was opened.
What we could not establish
- No source in this set prices a burst-pipe repair separately from a general leak repair; the published bands cover leak work generically.
- Nobody publishes the cost of making good a chased wall, lifted floor or opened ceiling after the pipe itself is repaired — it depends on the finish and the extent of the opening.
- The sources do not state WSC response times for a reported network failure, nor whether any allowance or rebate exists on a bill inflated by an internal leak.
- The sources establish a competence standard for plumbers (Jobsplus MQF/EQF Level 3) but no licensing or public register of plumbers in Malta.
- Nothing in these sources covers roof-tank booster pumps specifically, condominium liability where a burst pipe in one flat damages another, or the insurance position.
- No source gives a Gozo surcharge or any separate Gozo pricing.
